Throughout the manga, Jiraiya has committed multiple crimes against women that have gone unpunished.

Kidnap with the intention to r**e:

You must be registered for see images

Here we see Jiraiya taking home an unconscious, female to a hotel room against her will. His intentions are clear.

Ogling female minors:

You must be registered for see images

Grooming female minors by offering them an incentive (training in this case) in exchange for a s**ual favors (staying completely nude during the training).

You must be registered for see images

Breaking into female-only bath houses and exposing himself (technically he would be exposing himself since he'd have to be naked to get a bath).

You must be registered for see images

Kishi could have #stoppedthes**ualization but he chose to turn a blind eye to all this. Proof that females, even in this world, are systematically oppressed beings living a patriarchal society that rewards perverse actions from males such as Jiraiya.

Technically speaking, the only witnesses to his "crimes" is us the readers.

So basically the argument would be that invisible people in the sky saw him do it so he should go to jail.

I don't think that'll hold up in court.

Naruto was a witness to two (and a victim of one) of his crimes. Tsunade and the rest of the female bathers were witnesses too and the fact that Tsunade meted out her own justice implies that the authorities turned a blind eye to his deviant deeds.
