It changes its properties to alter its attributes to render any attack ineffective. Meaning all ninjutsu is useless because it can alter its properties. It doesn't say it changes its shape, in fact it says it is without form. Please stop lying now its pitiful.

It says properties. So lets say fire style is going against, it changes its properties to make fire style useless. However, that doesn't mean it changes its form.
