Not accurate both Roshi and Han had control too,and both were the oldest of the host with more battle experience. Naruto and Fuu were the youngest with Gaara.

I never said they didn't. It was clear that others like Yuugito had control over their Bijuu, but not on the level that Yagura or Bee as they were the only two referred to as Perfect Jinchuuriki.
