Rain jutsus are utilized by drawing the rain from the sky down, and use the falling rain to either attack or defend, the jutsus usually change the rain while it's in the sky. (example: Rain of Glue.) Rain is best used at B-rank, and as an offensive measure, it's hard to defend with, since it's like hundreds of senbons, and not a wall or something...
