Jellal easily, but technically I don't think we ever saw him at full power in an extended fight to the finish.

Jellal wins unless Mystagon knows some more magic Jellal doesn't. Also if Mystagon is physically stronger that might have helped him but for now Jellal.

Before the Edolas Arc I think Mystogan was stronger than Jellal. I think he wouldnt have that much trouble like Erza or Natsu had against him. But after the 7 Years Timeskip its obviously Jellal. Mystogan cant improve his Magic whereas Jellal could 7 Years (Mystogan cant even use Magic in Edolas).

Besides that he was Badass. Why make a Badass Character like Mystogan but dont give him any Screentime?

To put it in a Nutshell: if Mystogan would still live in Earth-Land and would have 7 Years Time to improve his Magic Skills like Jellal:
Mystogan>=Jellal

I'd say Jellal, mainly bc if Jellal is skilled enough to copy all of Mystogan's techniques, he clearly studied Mystogan thoroughly and most likely know his strengths and weaknesses.

So Jellal wins by a pure advantange
