You guys understimate Chad.
-His speed already allows him to keep up with Sonido, so I'm 100% sure he can keep up with Shunpo.
-Chad doesn't need to fight close range. He can fire as much El Directo's as he wants.

You do know, Chad fought a Privaron Espada, which means former espada, so you're pretty much wrong.
A former espada shamed some more by losing to Chad, oh no sir, I'm pretty much right. His sonido was nothing like the other Espada and barely on-par with a vice-captains shunpo.
I don't even dislike Char or anything but his power isn't impressive at all nor are his other ability's(insight etc). He's always served as a simple brute with a heart of gold and thats it.
I don't know what he can do after the timeskip but I still doubt he can beat Kira.
Also on the topic of Priveron Espada, since Madarame, Renji and Toshiro (last two with limiters) had such problems with Grimmjow's fraccion how do they rank compared to the former espada? I never got that really.
Ichigo didn't really have any problems with his priveron - when he got serious atleast.

And you seem to know the exact speed of a VC's shunpo compared to a former espada's Sonido. In Bleach, there has never been an explanation on the speed of Shunpo/Sonido. The only exact thing we know is that other people have different speeds.
You don't need to dislike Chad. His power doesn't need to be impressive to be strong.
As for the limiters. Obviously they're at LEAST capped to 50%(could be a bit lower or higher). The moment their limiters got removed, they pretty much one hitted the Fraccion. And Grimmjow's fraccion were pretty strong on the arrancar scale(strongest being at #11).
Ichigo was always serious in the fight. Ichigo is definitely of Captain level, and his mask obviously puts him higher up the scale. And even then, I wouldn't put Ichigo on the level of the higher tier captains such as the Unohana, Ukitake and Kyoraku. From that, I would put a Privaron espada on the level of a high level VC(such as Renji or Hisagi) or on the lower end of the Captain scale.
I'm just going by VC's vs Fraccion - like Barraggans people. It's not exact, I'll admit.
Renji stated that even without the limiters they would've had a hard time, the arrancars got caught off-guard and didn't expect it. I'm sure they would've still got their ass kicked tho.
Ichigo however didn't get serious till the end really, he was so dead set on not using his bankai or mask because he felt like this guy wasn't worth it and he should be able to beat him without (that's what I was hinting at). But yea he can't compete with the upper tier captains.
Other then that, ok I see where my thought went wrong and you're right. In terms of power he's around Hisagi/Renji.

That hardly makes sense lol. Hitsuguya who is a captain was clearly losing to Arrancar #11 even in Bankai. But the moment his limiter was removed, he pretty much crushed him. 5% can make a difference, but not a massive difference like that. Mind you, that Arrancar was owning Hitsuguya in his base, and owned him even harder with his Resurrección.

The limitter reduces their powers by 5 times, in ouer words with limiter they only got 20% of their power.

Anyway, Chad should be easily capable of following Izuru's speed, especially considering Chad outpaced a Privaron Espada, who are supposedly above the Fraccion (though I'm doubtful when it comes to someone like Chow Neng Poww). In close combat, Chad is going to be deadly when it comes to power, but Izuru's ability is one that is not to be taken lightly, especially due to its advantage against particularly CQC oriented fighters with solid weapons. On top of that, Izuru has Kido.

I seriously doubt that this battle can be accessed just by trying to compare trivial things like speed which, to be honest, I think might be damn near the same for these two.
When it all boils down to it, I don't think Chad has a chance. All Kira has to do is cut Chad once and he'd already be at a tremendous disadvantage. I don't care how buff Chad is. He ain't moving at 100% speed with 500-pound arms... From there it's smooth sailing for Kira.
