the only little thing u forgot, is that the dragon whip is a sphere of water u create (imagine it between ur hand and then u throw it). Then when thrown there will be whip of water coming out to damage the enemy.

If I have a S-rank water custom, u must be able:

1: to use S-rank (3100 post I think)

2: have master all S-rank water.


Plus u need to have someone who's willing to give u his custom.

Me I only gave my custom to one person, it's naruto.
