No, Izanagi spamming is only unique to Rinnegan .. You can still go blind with an EMS

The rinnegan does not use IZANAGI it uses it's parent jutsu Banbutsu Sōzō "the creation of all things"

Izanagi is only a fragment of it's power, only the rinnegan can use it to it's full potential, but Banbutsu Sōzō is on a higher level than Izanagi.

i doubt that the rinnegan can spam izanagi without some major repercussions as in massive chakra consumption on the user. Rinnegan is the most haxed ability in the manga already, I'm pretty sure kishi will explain the risks to spamming izanagi as well.
