Theoretically Izanagi should be possible for any uchiha without senju DNA as it forms a pair with Izanami, however Kamisama is right, Izanagi without senju DNA is quite limited most likely.
Izanagi probably requires more chakra though, and since its a variation of Creation Of All Things, the more of rikudou's powers you possess, the more efficient the jutsu will probably be.

Its as Kami said above. Do you really believe that complete fodder Uchiha spliced Senju DNA to utilize Izanami/ Izanagi? It would be too un-logical, its not a requirement.

How could the elder son know about a Senju and Uchiha separation? There was no such thing as Senju and Uchiha back then because they were the first Senju and Uchiha. His doujutsu wasn't even the same as the current sharingan. The tablet was said to have been written by the sage himself, not the elder son.
So you are telling me since 10000 years, the uchiha and senju have been fighting eachother for eternity and that nobody had aquired a senju DNA during their battle? You could be right thou

Senju DNA works as a multiplier it enhances the potency and strength of all techniques the user has. Izanagi is a prime example, for Danzo each Sharingan would "last" a period of time granting him protection from fatal or undesirable injuries, a fatal wound would use up that "charge" without the time limit ending.
Normal Uchiha Izanagi is likely useable for a very short time, likely usable as a last moment defense rather than using it as a technique during an entire battle.
Izanami is a far less potent ability compared to Izanagi. Izanami is pseudo tsukuyomi style technique which has no effect on the real world. Its not like the same events REALLY reoccur they only do so within the genjutsu. Truthfully I am super confused as to why such a "simple" genjutsu like that requires a sharingan sacrifice. It also likely doesn't benefit from Senju DNA, I mean how would you enhance it from its current state? Have no sacrifice instead lol??
Also if it was a Senju DNA only uchiha technique then how the heck does it exist? Madara and Izuna were supposedly some of the first to unlock their MS and before that I highly doubt Uchiha were running around stealing senju DNA. Nah its just a classical example of Kishimoto writing himself into a corner and deciding "F-it I'll just ignore what I've previously said".

And this is based on what? Unless you provide with actual scan that cearly says that you don't need Senju+Uchiha to perform Izanagi. then this statement is still true.

Incorrect, EMS is enough to see the Uchiha Senju combination evolution towards the rinnegan.
And becuase Madara was the first EMS wielder no Uchiha knew about it before him.
