It's because for now, Tsukuyomi is unique to Itachi, at least on this level. The Uchiha are known for having strong Genjutsu, but Itachi, out of all known user of the Mangekyo Sharingan, is the only one who can control the time inside his Genjutsu up to a point where days within it are equal to an instant in reality, making it impossible to even try breaking it. Even Hashirama would fall for it if being caught for it. That he beat Madara is not the excuse for the effectiveness of this technique.
