It's because for now, Tsukuyomi is unique to Itachi, at least on this level. The Uchiha are known for having strong Genjutsu, but Itachi, out of all known user of the Mangekyo Sharingan, is the only one who can control the time inside his Genjutsu up to a point where days within it are equal to an instant in reality, making it impossible to even try breaking it. Even Hashirama would fall for it if being caught for it. That he beat Madara is not the excuse for the effectiveness of this technique.

who knows now, itachis tsukoyumi ws probably greater than madaras. Maybe maybe not, but we wont know now..
however i agree only someone with sharingan can break out of it, it msot likely wasnt used in a battle involving multiple enemies to conserve chakra or to prevent getting hit while using it...

I think having a tailed beast could break but it would probably be too late considering kakashi was in there for 3 days which in reality was a second. However all you have to do is avoid eye contact, and it might have another weakness but we will never know now

That'd be Danzo doing exactly what you just described to be impossible.
Remember - Itachi also said that every jutsu has a weakness. And the weakness of Tsukuyomi is not that it causes the user to go blind (Eternal Mangekyo Sharingan kind of shoots that point in the foot). We see Danzo enter into Tsukuyomi, and then break it.
