Itachi was ANBU.

I believe he was in root, why?

Because Danzou uses hidden blood mist methods whereby to become root fully you must kill your "brother" or the student you worked with in training.

I believe Itachi and Shisui were both working as root-to-be's and Itachi won.

Itachi then realised he had without knowing, achieved the mangekyou sharingan.

Danzo after the fight saw pieces of shisui that still might work, and got orochimaru to graft the leftover pieces onto his disabled body

your correct in some way root is some is a form of anbu and is lead by danzou
and they didnt have to tell u for them to say hes from anbu
anbu and root r 2 different organizatons
and they did say so he was in anbu not anbu root

twisted if you remember before the night itachi whiped out his clan itachi and his father had a laud dialogue becouse itachi was not telling something to his father.itachi said that he was taking orders directly from hokage and could not tell his father that secret. only ANBU members obey hokage. ANBU root is leeded by danzou

Shisui had apparently commited suicide and was found floating in a river. (Hence the irony of his name, Shi - Dead/Still, Sui - Water, thats what I got with the cr*p Japanese i've picked up)

I think the uchiha/Police would notice a missing eye and arm when they found him.
