All Itachi has are fodder shuriken and fire ball techniques. He can use water style and shadow clones too. Thats it though. Those techniques are so useless all he ever used were his MS jutsu, which is why he went blind.

Can you imagine the advice he would give her? "Kill you brethren and parents" "Reject anyone who wants to be your friend" "Do everything by yourself and fail like I did" "fornicate with many men and get solo aids".

Now Neji would have been a great uncle to Bolt. Neji also knows what its like to not have a father around so he could comfort Bolt and pass on his wisdom about destiny, love, and having the courage to train hard and excel like he did when his father is not there to help him. He would teach him all the Hyuga techniques too and teach him how to wield his Kyuubi chakra inside him.

Tldr: Neji great Uncle. Itachi terrible uncle
