I'd say Neji.

Neji no contest, I think even if Itachi had sharigan to aid his taijutsu I think Neji would still pull it off. Don't sleep on Neji, Taijutsu is his thing and he is a master at it.

He is fighting and training with actual masters for years and nothing Itachi's strength can offer can take down someone who still fought when he had 2 holes on his chest and stomach also several injuries on back.

But Susanoo itself is just an entity of spiritual energy or manifested chakra
