tachi had no choice
he had hundreds of choices. he chose to torture others

it. But he chose the less worst option. Danzo forced him to choose between two terrible things: to be faithful to his clan and join the Uchiha's rebellion, what would lead to a great civil war, that would kill a lot of innocents, including his little brother and it would weaken Konoha, leading other nations to take advantage of that.
he chose the worst possible option: committing the worst act of mass murder in naruverse history, and torutring sasuke to madness.
it wouldnt lead to civil war and it wasnt only limited to 2 options.
there were many options he and the government could have to avoid both genocide and war. im not saying they could just talk it out, but only the very worst governments would do what itachi decided on doing.

and no, the other nations didnt give two flying fuks about what goes on in konoha. if they want to invade theyd do so, civil war or no civil war.

and the choice itachi made was rendered wasted and hypocritical.
because later on, itachi could have been stab happy on all the other villains running around, such as orochimaru. yet he wasnt. he was fine with doing nothing to stop orochimaru for 10 years and allowed him to run rampant across the fire country.
itachis fine with slaughtering his family but blatantly allows worse people to roam free
, if not, the Uchiha's name would be tainted forever.
the uchiha's name is in their control, not itachi's.
itachi has absolutely no right to take their memory and twist it to his liking. its their lives, their choice. fugaku knew what the name of uchiha would be looked upon as, once his coup went down.
they have the right to know what the want to be remembered as.
itachi manipulating the facts just to spare his own conscience is corrupt and evil.
you cant control someones history, just because you disagree with it.
the people of konoha deserve to know the truth about who they were living with.
and ultimately, the people may decide uchihas were right, and consider them the pioneers of a revolution against corruption.
but no, itachi would like corruption and lying to rule the day. he would like peace to be built upon mistrust and manipulation of the facts. the very things that caused the coup in the first place!

Or he would choose the option of killing everybody of his clan, carrying all the village's guilt in order to make his brother's hatred directs towards himself instead of all the villagers, avoiding desnecessary deaths,
thats not what happened.
giving sauske hatred in the first place is why it ended up directed towards konoha.
he caused thousands of unnecessary deaths by joining akatsuki and helping them capture the jins.
he caused mass suffering and put all of konoha in danger by torturing sasuke to madness and insanity.

hatred does not stop. just because sasuke takes itachi down doesnt mean he will revert back to the innocrnt child he once was.the damage was done. and the right person could come along and manipulate that damage.
protecting Konoha from a crisis and letting his brother alive,
itachi helped destroy konoha and did nothing to protect it. he let orochimaru go, so that orochimaru could come back and kill half the village. he let sasuke live so sasuke could destroy konoha and exterminate it.

n. Itachi made the wiser and selfless choice. He thought in everyone's well being instead of his own,
itachi made the worst and most evil act of torture and pain inflicted on another human being, in the entire series. he only ever thought of himself.
he was prepared to sacrifice the other 4 nations just so konoha is untouched by obito.
how is it selfless to cut away tens of thousands of innocents because you want your city to be untouched?

Even if he did a lot of bad things to Sasuke, it was jutified
i am truly horrified by what you just said.
justified? its justified to torture someone to the brink of insanity, and poison their minds to embrace hatred, hunger for power, and murder?
did you forget that itachi told sasuke to kill his own friends for power.
are you saying that an innocent person being slaughtered just to increase one's physical power is justified?
are you saying you would torture someone for several days and then write it off as justified?

Itachi was an anti-villain. He did bad things to achieve a greater good, he was an extremist with good intentions. He is a chaotic good character.
itachi was a psychopath insane genocidal supervillain who attempted to exterminate humanity by handing over the jinchurikis to akatsuki and as a result, making akatuski nearly unstoppable.
he did bad things so HIS selfish goals would be achieved. namely, making danzo stronger, and obito stronger.
he was prepared to write sasuke off and permanently brainwash him to be danzos slave once it seemed like sasuke was breaking away from konoha's influence.
perfect analogy would be like a solider of the army, aren't they refereed to as heroes? Are you going to look at a solider and call him a villain?
if a soldier of the army did what itachi has done, and give 6 nukes to terrorists, then no. not a hero

. But if we look deep down and consider that he was the resposible to avoid a civil war
and was responsible for a devastating brief war (orochimaru invasion), unleashing of a supervillain (sasuke), and full scale all out war (helped give jins to akatsuki)
