Itachi had no choice. He made many mistakes, I agree, he even admitted it. But he chose the less worst option. Danzo forced him to choose between two terrible things: to be faithful to his clan and join the Uchiha's rebellion, what would lead to a great civil war, that would kill a lot of innocents, including his little brother and it would weaken Konoha, leading other nations to take advantage of that. In the end, his clan would die the same way, if not, the Uchiha's name would be tainted forever. Or he would choose the option of killing everybody of his clan, carrying all the village's guilt in order to make his brother's hatred directs towards himself instead of all the villagers, avoiding desnecessary deaths, protecting Konoha from a crisis and letting his brother alive, so he could revive the Uchiha clan again. Itachi made the wiser and selfless choice. He thought in everyone's well being instead of his own, including Sasuke's well being. Even if he did a lot of bad things to Sasuke, it was jutified. If he hadn't done what he did, Sasuke could be even dead and Konoha would be in a depression.

Itachi was an anti-villain. He did bad things to achieve a greater good, he was an extremist with good intentions. He is a chaotic good character.

Also, a perfect analogy would be like a solider of the army, aren't they refereed to as heroes? Are you going to look at a solider and call him a villain? If you do, then you truly aren't grateful of people who wish to protect you. Itachi did something similar to this. As you pointed out.

He is not a hero, it's truth, he fits more in the anti-villain line. And he is not a bad person, he always had good intentions, even if he did bad things, he just didn't follow the society's morality. Itachi even admitted his faults and mistakes later.

In the common sense, he wouldn't be labeled as a hero in the exact meaning of the word. But if we look deep down and consider that he was the resposible to avoid a civil war and the death of countless innocents, he indeed would be somewhat a tragic/fallen hero. However he did a lot of morally questionable things to be labeled as a hero in the common sense.
