Lol. I don't know what kind of correlation you are trying to make here, but, the chakra inside the brain and the chakra inside the Yin Seal aren't the same as they are not located in the same location, obviously. Unless you want to tell me that the inside of the Yin Seal is also Tsunade's brain. Jiraiya's statement doesn't do anything to help your argument, at all, because you have failed to prove that the release of chakra stops Tsunade's flow, and then disrupts it.
They place their chakra into Naruto's to disrupt the flow, which means they are using their chakra to stop and disrupt his chakra flow, that doesn't even begin to translate to "Any time chakra is put into another, their chakra flow is being disrupted. Same action, different uses. I could touch someone or something, but be doing different things each time. There is no evidence that any release of chakra automatically disrupts the flow of chakra.
Are the cars gonna stop or slow down? Not unless they choose to. I didn't force them to.
And even then, let's say that it works. Yin Seal Release happens once. What happens when she gets captured while it's released?

If he stabs her in the chest the first time, and notices her healing, obviously he's going to aim for decapitation the time after that. That's common sense.
The yin seal is located right on the forehead, the chakra goes right into the brain's network before anywhere else in the body when released. Also another reason, look at this, the seal is connected to the network as Tsunade uses chakra from the seal to look young even without it being released but when it gets released all that chakra is released into the body all at once, like kinda when someone uses more power like Jiriaya said to disrupt their flow. Also Jiriaya said they they simply needed to disturb the flow not stop it at all.

They do slow down when you get hit, there is force for a second when the car hits you. There is your disruption.

Yin Seal being on the forehead=/=Yin Seal being the same as the brain, because it isn't. The chakra in the brain and the chakra in the seal are not in the same location unless you want to try and tell me that the Yin Seal and the Brain are located in the same exact place. On the forehead=/=In the brain. Hell, it's irrelevant, because the chakra is inside the seal itself, not the forehead.
I highly suggest you read that scan you posted again. "Right, when caught in Genjutsu, You must try your hardest to stop your chakra flow" Like I've said a million times, a release of chakra doesn't equate a disruption of chakra, nor is Tsunade releasing his chakra, and what Naruto did vs. Itachi when he got caught in Genjutsu the same thing. They didn't even use the same hand seals.

Then at that point Katsuyu is summoned and her simply staying on Tsunade easily keeps Tsunade out of any genjustu like a Bijuu would for a Jin. Tsunade and Katsuyu have a connection if you didnt know. Or better yet her liquid form does the same.

What I was saying is once the seal is released, the chakra from the seal hits the network in the brain first since its closest there, its not coming from the stomach like it usually would, its breaking through network lines, that is the disruption, not the fact that its adding more but its from some where that is wont come from usually.
And you have still failed to prove how chakra being added equals a disruption. It coming from another source isn't going to automatically make it a disruption. Does it coming from another source automatically mean that it's going to stop the flow of the receiving source? No.The network lines are there already, they all come from the stomach, it flows like that regularly. It now coming from the head breaking into the lines, flowing in the head, that is the disruption.
No you dont slow down but the force of the car hitting the person is in itself a disruption. If a car is driving and hits something, the driving was disrupted no matter what.
