There is absolutely no evidence/scan/manga page/databook that states that Hashirama is the strongest Hokage. If he was, it would have been stated by someone by now. Not even once has it been stated by ANYONE

and no, Kishi did not retcon anything. Hashirama was NEVER stated to be the strongest of all time by ANYONE. Nothing, if kishi wanted that he would have stated this by now. People were saying the same about the 8 gates, the Byakugan/sharingan original and other stuff. However, all of those things were shown to be true at the end.

As for feats, Hiruzen is better than itachi in term of weapons, and elemental jutsus as he already shown, so that's not just hype. He is also fighting against the mini Buddha currently and hold his own, so he may be able to hold his own against itachi's Susanoo as well. It's a closer fight, but perhaps so far, itachi may win more times than not, based on feats alone.

Itachi wins...Hiruzen is nearly skilless besides having all five elements. Taking out the elements, he's all hype. Hiruzen is literally the biggest plot induced character besides Tsunade, hands down. Besides, if having all five elements was the key to being the "best," then Kakuzu would of soloed everyone by now. Yata blocks all his elements. He can't dodge Amaterasu in time. Tsukuyomi, KA, and there's no way I see him getting around the Susano'o. The only way I see Hiruzen surviving is if he, well, runs for his life.
