That rods in Nagato Paths are called chakra receivers by Shizune which of coure point to the fact that Nagato is sending hi chakra to the Paths, Inoichi later confirmed that they cannot track him by these because he is still changing frequency. Itachi to use genjutsu would need to overpower Nagato control over one path. Which would be herculian task seeing Nagato chakra. Even when Jiraiya used sound based genjutsu on one path, or when Ibiki used one on Animal path others still worked normal so it is possible that Tsukyiomi would work on one path and not on Nagato himself which would let Itachi open to the attack from others.

I get what youre saying and thats kool and all but the peins all lose because Nagato would have died. His body couldnt withstand itachi tsukuyomi. All 6 peins+Nagato lose. Unless there is no Nagato controlling them then Itachi would be in a pickle. I still think he could pull off the win against them he's too smart

Kakashi can survive Tsukuyomi, but Nagato can't? Alright.
