Of course he can. There is nothing in manga tht implies that Minato would be immune to it. He dont have Sharingan, so he cant see through it from the very start. Of course he could break it, but but he wont do that without even knowing that hes affected by it.
If Itachi could keep minato away from him than he would win but if Minato gets close to him and tags him with one of his FTG seals than he would be able to get close to him in an instant, and even Susano couldn't stop that

let me tell u one thing simple logic do u think uchiha who hates senju would develop a jutsu which needs senju help secondly read below
Izanagi can only be used by those with the genetic traits of the Sage of the Six Paths. The Uchiha, descended from the Sage, are able to perform Izanagi with their Sharingan. In exchange for the brief control of reality that it allows them, the Sharingan with which Izanagi is cast becomes blind. For this reason the Uchiha labelled it a kinjutsu.
To make full use of Izanagi, users must also have the genetic traits of the Senju, who are also descended from the Sage. For this reason Danzō had some of Hashirama Senju's DNA transplanted into his arm, which had the added benefit of increasing his physical energy and vitality. Madara Uchiha also makes use of Hashirama's DNA, though he claims to have gained control of it, unlike Danzō.
like as said above u can still use izanagi but it will drain u much so to overcome this people go with senju cells as they increase physical energy and vitality.
and indeed itachi can cast genjutsu just by pointing at someone

lolzz to tell u the fact kirin is sasukes ultimate tach previously and it can reach from sky to ground in 1/1000th of a second ....thats 0.001 sec even itachi blocked that attack in no time easily do u think he wont block minato with susano and let me remind u another thing kirin is natural lightning its too much strong so even that attack has no effect on itachi's susanoo so i think minato cant do anything with his rasengan which is weak compare to kirin

If Itachi wins by starting the battle off with Sasunoo then he wins because Minato's FTG only lets him teleport around the enemies blindspot. Sasunoo is an all-around defense so him using FTG or any other technique would be useless. If Itachi doesn't use Sasunoo before the battle starts then Minato will win. As you see it goes both ways. So who cares.
