Considering Minato's fight against Madara is one of the few occasions we have seen Minato fight I will say Minato.
The reason for this is he is the only character except Konan who had 1month to prepare to hit Tobi.
Now Minato has armies retreating at the sight of him. Was a master of Space Time Jutsus and Sealing techs thanks to Kushina.
He also had the rasengan and we don't know what elements he had as to whether or not it would be a strength or weakness against Itachis Fire + Earth.
But all in all Itachi gets one tag on him and guaranteed he isn't faster than Minato the battle is over Itachi gets Rasengan'd in the chest...done.

Minato Vs Itachi, they are standing on their own a few feet from each other, Minato marks the area and uses his Kunai location as eyes in case Itachi tries to trick him with genjutsu, Itachi starts with his usual its already a clone tactic and attacks, Minato avoids and counter attacks, Itachi blocks or avoids then tries a genjutsu Minato teleports and retreats then uses his you've already been marked tactic and teleports to attack Itachi who either dodges which isn't likely against Minato or block with Susanoo rib cage, the Kunai breaks then Minato then appears near him inside the ribcage with a rasengan and smashes into him ending the battle. Who disagrees?
why will Minato look into Itachi's eyes again? and Tsukuyomi is short range, most of Itachi's genjutsu are short to mid range, Minato can stay far away and throw kunai then close the distance in an instant and attack and Susanoo is useless if he can teleport into it, Naruto and Bee stood iside, Sasuke stood inside Itachi's and Gaara's sand entered Madara

I LIKE MINATO AS MUCH AS I LIKE ITACHI.....BUT NOW AMMANA DEFEND MINATO........ U FRGT THAT HE EVEN DEFEATED TOBI WHO CUD TELEPRT ND TO WHOM NO ONE CUD TOUCH!!!! AS FOR THE GENJUTSU THING,,
1. ITS 4TH WERE TALKIN BOUT,, MASTER OF SEALS, THE VERY FACT THAT HE'D B EASILY B ABLE TO DODGE TSUKOYAMI,,
2. HE EVEN HAS A SEAL TO COUNTER AMATERASU, INFACT HE'Z TOO FAST FOR AMATERASU..
3. FOR 4TH, IT WUD BE TOO EASY FOR HIM TO DRAG ITACHI OUT OF SUSANOO,,, INFACT EVERY ATTAK OF ITACHI CAN BE SEND AWAY TO SOME OTHER PLACE BCUZ OF 4TH TECHNIQUE,, JUX LIKE KAMUI....!!!

Amaterasu and tsukuyomi cannot be avoided if the user is skilled. If you argue that minato is too fast for genjutsu and amatersu, then you should aurgue that minato is faster than light!!!
and 4th didn't have any attack like kamui.
Itachi will win.

skills differ, itachi is not tobi.
Also, you couldn't know what itachi have in his sleeve, he have only shown a little portion of his power.
tobi was amaterasued by sasuke, so why itachi cannot minato?
