Are you talking about the specially administrative zone of Japan?Lelouch is the better character, but I like Itachi more. Unlike Itachi, Lelouch wavered in his goals multiple times and was about to willingly end his ambition to free all of Japan just for some small piece of land where the Japanese can be Japanese, which was extremely stupid. Still, he's highly entertaining and one of the best characters I've watched.
Then what the hell are you waiting for, you're missing out on the anime of your life! I'd honestly recommend Code Geass to anyone wanting an anime that's not too long (only 50 episodes), thematic, complex, with great character development, philosophy, moral dilemmas, but best of all, plot twists, action packed suspense and epic fight scenes at every corner. It's a must watchI haven't watched Code Geass.

Both are must watches in my opinion, but I slightly prefer Code Geass more because its soundtracks and songs are the best I've seen so far in anime. Certain scenes really hit hard in the feels with the songs by Hitomi KuroishiIt's either Code Geass or TTGL. I might watch one of them soon.
