i think because of his speed it will be hard to catch him genjutsu. and he keeps his chakra active. also if it did work why didnt sasuke use it.

no he cant the only reason he cracked i mea slightly cracked susanoo from sasuke is cuz it was at its lowest stage while raikages body was amplified with all that electricity. did u see the massive damage it cauzed yet it barely cracked it plus itachi has the yata mirror which conversts the opposing chakra nature and returns it making the jutsu void. in fack itachi should nearly be invincible

raikage is a cocky mofo can u really compare sasukes old sharingan to itachis. in fact i think itachi can beat sasuke even though he has ems. alot of u rthink ems grants you super speed and power it only prevents u from ever getting blind plus maybe a special ability

sasuke's genjutsu sucks compared to itachi, raikage can look at itachi's hands and get into genjutsu and also eye contact is almost unavoidable becos if itachi uses susano and A tries to attack he is going to make eye contact.
