tobi controlled kyuubi without MS. therefore all with sharingan can potentially control kyuubi. I doubt MS is the "only" thing you need to control it, there's more to it. like every uchiha can obtain MS but you need certain requirements to unlock it.

Tobi had no intention of fighting minato, he had already lost the kyuubi, it was of no use,why get into a fight and run the risk of POSSIBLY dieing, when he was immortal and could just wait till minato died? As he said, many doors were still open for him....

Mangekyou Sharingan can control the nine tail fox, he himself stated it, so, he didn't need to defeat fox, he will just control it and make it a pet of him.

Itachi. We saw what amaterasu did to the 8 tailed. Not only that the fact that one of the main strengths of the ms is to control the fox. If thats the case i dont think the fox would even use tbb if its in itachi's control and even if it does the yata armour should be enough
