Those legendary items have limits, and tailed beast bomb is the most powerful in the naruto verse....
Yata mirror is a legendary item just like oro's sword of kusanagi (said to be able to peirce anything) And kusunagi was living up to that legend, it even pierced diamond enma, But when it stabbed 4 tail naruto kyuubi cloak, it couldnt pierce him... So when the legend of yata mirror states it can defend against any attack, It's just a legend, we'll see the truth behind it, Also Kyuubi can't be pierced by totsuka sword , if kusunagi couldn't do it, it can't pierce the kyuubi cloak portion of his skin

The yata mirror has limits like Owarij said. Yata mirror won't even stand up to one TBB as the secret to yata mirrors invincibility was its ability to defend against elemental attacks by using nature transformation to counter the attack depending on what element is used. The TBB is just pure chakra super condensed into a ball and its power alone will be able to break it.

the reason why he might not be able to control it is that madara and tobi have been the only ones with the power to control it, and Tobi didn't need MS so having an MS doesn't mean you can control the fox, there might be something else invovled.
