itachi learned all about the past of konoha since he was little so he knows minatos reputation and skill-set, but minato doesnt know amaterasu or susanoo and has no real counter to tsukuyomi which can one-shot him instantly

just because minato knows about tsukuyomi doesnt mean he can avoid it. besides, how could you be sure he knows about tsukuyomi? not everyone unlocks it. we know very few people who did, and no uchiha was alive with tsukuyomi while minato was alive unless you can name one, which you cant.

itachi can prep a tsukuyomi in shisui's eye. come at me and tell me he can't. all he has to do is send it to minato. do you think he'll be expecting a crow to hit him with tsukuyomi? you can bet your saucy buns he wont

If Minato was able to tag Tobi who could make himself intangible do you honestly think he can't tag Itachi? Itachi doesn't have KA. Izanami won't work on Minato. He can sense Amaterasu and even if it hits warp away as seen when the black orbs of Madara landed on his back and he simply warped away. Finger Genjutsu is featless. He uses Susano he dies. Minato doesn't need Kunais, anything his chakra touches can be warped.

Tsukuyomi is actually one of the weakest one-shots in my opinion. It requires the enemy to physically look into the casters eyes, shinobi with better speed/reactions than itachi, competent kage-bunshin users, or anyone who can stay away from its effective range can combat it.

Chakra is used only to create the seals , otherwise the seals would disappear when Minato died.
