Itachi Uchiha Top ten since Part 1

Itachi uchiha is the only Shinobi(Based on feats) in part 1 and 2 to be top ten material.

This means that Kishi knew Itachi was TOO Op so he had to give other characters a power boost to match him

I don't see how you get the second part from the first part, but the premise is true. Itachi has always been somewhere in the top ten.

Right now i think he must be like top 15 (too many gods lately and an inconvenient desease).
In part 1 he was top 5 imo, along with the sannin and Hiruzen.

Of course Itachi would be top 10 in part 1. The only Kage level shinobi back then were Hiruzen and the Sannin.
