lol, not a chance. Itachi is surely an amazingly written character and had interesting development, but he's far from being best character in terms of depth quality. The bad quality about his character is, he doesn't learn people's mistake; particularly Sasuke and Madara.
His particular bad quality part is his revolutionary goal. He had literary learned nothing from what Madara told him and Kabuto, that's he's a failure and that doing all the work individually leads failure. He didn't learn anything from hearing Madara (the most evil character in Naruto) eventually knew the IT was never the actual goal towards peace. He learned nothing from Indra's history with his brother, Ashura, from the Rikudou.
That was at that moment is what made me think his character had gotten very poor. As Madara described him: he's just a brat with revenge issues.
The best written character is without doubt Madara Uchiha. His development from being a child, bearing the same ideals as Ashura, to losing his brother and discovering the truth of the Shinobi history via Uchiha Tablets, into such a wise person in regards to understanding the concept of Yin-Yang of the Shinobi world, was a magnificent writing from Kishimoto. Madara was just so logical, intelligent and realistic about his goals and character.
