No, not everyone can master all elements without considering their chakra type. Only a basic justu, such us the earth wall.
Naruto went through the papper test to find out which was his chakra nature. Kakashi also said that when someone reachs Jounin level they could master another element, ir something like that...

Not true, cuz there is no info about her natures at all. It's like saying that Kitsuchi doesn't have Earth Release, because it was not shown in the Databook. . . they were shown using them in the Manga. . . don't forget that. . . . Manga is the top informer. . . Manga is LAW!

But the databook should reveal a complete set of information for all characters including Kitsuchi and Temari. IIRC, even Akatsuchi has more detail than the two of them. Unless of course there are more pages to be revealed. If the manga hypes Temari to be a high level fuuton user, why does the databook not say anything about it?
