They are just element afinities, it doesn't mean they have mastered those nor that they will, most fightstyles doesn't have any element justu at all...

His chakra type was good to master all those 3 elements. Now, this doesn't mean he could use any of those...
I mean, both Naruto and Sasuke had to train to use them, what makes you think all those characters went through elemental jutsu training since they have only the afinity but cero feats?
