Jee maybe it was because he chose to pick on people who were weaker at that point(Naruto, Sasuke, Kakashi, Deidara) and not actually prepared(Oro, sleeping Uchiha clan). hmm I'm surprised he never fought with Obito, Danzo, Hiruzen or Jiraiya during that time. You only get the MS from killing someone you care about, Sasuke hated Itachi to the core. It was Obito that used Itachi's death to get Sasuke the MS and win him over.
