Jiraiya certainly would give the duo a run for their money- but in an actual challenge and not an infiltration mission, Itachi & Kisame would wipe the floor with Jiraiya, as much as I love him. Also, remember that Jiraiyas name itself has a very strong reputation & an ego- Kisame & Itachi most likely wouldn't have wanted to test that ego, especially not during the wrong time and place anyway.

Kisame/Itachi > Jiraiya

if it was 1on1 jiraiya would kill kisame.
Kisame vs guy- Guy wins.
Jiraiya is stronger then guy. and he has sage mode.
BUT itachi and Kisame would I think kill him.
