I disagree about totsuka, it has never hit a moving target or a fast character and I'm pretty sure it can't, I agree about the rest, he is a broken character, kishi gave him way too many OP techniques but he is not the strongest.

I beg to differ, Nagato is more broken, so much so that Kishi had to keep him crippled just to give the good guys a fighting chance. but when taking ALL of everything nagato is capable and putting it on paper, he is unbeatable. Itachi is broken, but not to the extreme like Nagato.
