Well, the elders didn't do that. They gave Uchihas control under a police force, they let Uchihas be in ANBU, they even allowed them to be candidate to Hokage.
Uchihas only were sent apart from the village, because of the attack of the Nine Tails, people taught that was Uchihas fault (and it was, Madara did it), so, to protect the Uchihas the Hokage protected them, by putting them on a side of Konoha with no villagers, so they could stay safe.
But then they wanted to gain power and planned the coup d'etat, and Itachi killed them to protect the village he loved.

They allowed them to be lap dogs. Look at your own government police might seem like they have power to the common man but they are the bottom of the totem pole. They take orders from every one. They were turned in to street cops that made no decision of their own.

That's why he is calling him stupid. He should have killed Sasuke and donated his eye to danzou so that he could EMS and take care of Madara. He himself could use Shisui's for the missing one or could have had EMS himself and Challanged Madara making a tag team with Nagato.

yes his stupid for not being able to kill his brother, hoping that his brother wouldn pimp himself out for power to destroy the very thing he tried to protect

Dnt blame me...also i'm nt blaming itachi..i don't know that i'am wrong or not..i have a thought..itachi is nt very best it seems..because:
a..he killed his relatives just for to obey an order..he was supporting others(konoha)..while he even knows that his dad nd others(inocents) were on the right path(ie..they were going to agaisnt kohona because to achieve their rights..senju nd uchiha were equal..uchiha should also get the right to be hokage)..
b..he killed the shusius's(wrng spelng)eyed crow..
c..he is going to stop edo tensei instead of stoping sasuke..
Please correct if wrong..

A. Itachi didn't want war upon his village, there would have been more casualties and ultimately the Uchiha clan would have been killed, even his younger brother.

B. There is no proof he killed Shisui, Shisui gave Itachi his eye because he knew Itachi would protect it and use it for the good, he was also Itachi's best friend and i believe that Itachi is still his best friend.

C. Itachi is going to stop edo because he probably know's how to and in doing that, he is saving a majority of the Shinobi that are still alive, from fighting immortals and dying for no purpose.
And i'd like to also add that, he didn't kill Sasuke the 1st time around, why would he come back and kill him now?
That's his younger brother and he probably still loves the little OP Amaterasu spammer, he's had plenty of chances to kill Sasuke. It'll be wrong if he done it now. People would hate him for not doing it earlier.
