During the battle with Orochimaru in part 1 it was stated that hiruzen's physical state was affected by his old age, like whe he stated he found Enma's pole form unusually heavy for example, Thus his Speed/Strength went down to a 3.

It was also stated that his chakra levels had gotten smaller due to his old age, Thus reducing his stamina down to 3.

Also Databook stats don't equate to power, They show skill in area's such a Nin/Gen/Tai, how physically strong/fast they are and what they stamina levels are.
