Itachi is not kage level since he got killed by pre-MS Sasuke who is definitively not Kage level. U_U

There is one thing that I must say about itachi's skill set.

He isnt proficient in fuuinjutsu. He has sword of totska to seal things for him and sealed his eyes abilities in sasuke, but it doesn't mean that he is skilled with it like Oro, Jiraiya, Minato, or Hiruzen.

Healthy Itachi is high kage level. Sick Itachi is mid kage level and Hebi Sasuke was low kage level.

Kage Level Skilled? Maybe. He was a member of Akatsuki, however, he was ranked in the ANBU, meaning, he has no rank that could determine what he could be. Also, in my opinion, he could be Jounin Level Skilled.

Why bother to state the obvious? Of course he's Kage level. He was ANBU CAPTAIN at 13! His intellience is a 5 and his hand seals are a 5 in the databook. He's a descendant of UCHIHA, whose ONLY rivals were the SENJU! He was already born with elite blood.

The only thing Itachi wouldn't do well as as a Kage is protecting it from a widescale attack. If Nagato decided to roll up on a whim, Itachi would not live to stop him. Itachi is nearly unstoppable in 1v1 situations, but if it's 1v100, his stamina will get the best of him, even if he IS healthy.
