Not gonna deny that, but Kishi did decided to turn him from a bad guy to a good guy, so yeah some inconsistencies from his action on part 1, but whatever I'll go with the whole he was under the guise of being an akatsuki member, if he was not careful with how he acted then he might of lost their trust and their goes any chance of keeping an eye on a big threat. The whole torturing Sasuke-still bad- but he did want to make himself look like the bad guy or monster to everyone(especially his bro.) so that he would be targeted and after he was taken care of by Sasuke, Sasuke would be looked on as the Hero who avenged his clan, but then Obito through a monkey wrench in his plans, still he was willing to die being looked on as a monster by his village and brother, anyways to each their own opinions.

Its true that for a shinobi shrouded by darkness his hype very much rivals and in some cases surpasses shinobi's that have lived in the limelight.
However what Hashirama said was clear.
After hearing Itachi's love for his brother and what he has gone through to protect his village, a village co founded by hashirama, it makes sense to say what he did.
You could say he was proud of a fellow konoha shinboi. This by no means should be misunderstood with power

Better meaning Hashirama would've never been able to slaughter the other senju if the same situation came up.
He can respect the decision Itachi made and the wisdom it took to do what is best for the village instead of siding with his clan

But seriously, Hashirama is too humble and he is actually referring to the way Itachi handled things, not his skills or anything else.
