Yes,but everything regarding abilities,lore,jutsu etc; that comes from a character is from himself.Those characters act as exposition to explain things to the readers.

Characters are wrong about the things most of the time when the dont have knowledge about it.

Stopped and extinguished are the same thing. The Amaterasu was already set to Sasuke, and Itachi erased it, he made it go away, the black fire was no longer there because he stopped it.
