All right I'ma start off this thread by making the distinction between Enton and Kagutsuchi.
Now then, I'll continue by proving that extinguishing the black flames falls under the concept of manipulating the flames with your Mangekyo, as some don't seem to think so.
We all know that Sasuke performs Enton: Kagutsuchi with his right eye.[
Then when we see him fighting Killer Bee and extinguishing the flames, he uses his right eye.[
Seeing as how Sasuke hasn't shown any other Amaterasu-themed techniques with his right eye, it means that extinguishing the flames fall into the category of Kagutsuchi.
Now, back to Enton being a Kekkei Genkai. This means that it could be passed through Uchiha blood. Only two characters in the entire series have shown Blaze Release, and both have been Uchiha. Who was the second? Itachi[
Basically, Itachi didn't know he had the nature releases and jutsu, so Sasuke was the one who named it.

Enton is a Nature Release. Notice how, like all Nature Releases, it ends with the suffix -ton. Katon, Suiton, Jiton, Doton. When translated by Viz, it means Blaze Release, with the ending of Release being given to Nature Releases. Since Enton is outside of the five basic Releases, that means it's a Kekkei Genkai, being a combination of two or more elements. This becomes important later.
Kagutsuchi is the technique that falls into the category of the Release Enton. Like every other Mangekyo technique, it follows the theme of being named after a divine concept of Japanese mythology. Whenever Sasuke has said a name while manipulating Amaterasu, he has always said "Enton: Kagutsuchi", never just Enton, or "Enton" with a different jutsu name. This supports that all manipulation of Amaterasu falls under the technique of Kagutsuchi. Enton is channeled through the Mangekyo to instigate Kagutsuchi the same way Katon is channeled through the Mangekyo to instigate Amaterasu.

]. As I have already established that extinguishing the flames count as Kagutsuchi, here we can clearly see Itachi extinguishing the flames. This means he has Kagutsuchi, and by default, Enton. Itachi simply was never skilled enough in Amaterasu to get as far as Sasuke. He was only able to extinguish a relatively small amount of Amaterasu, and unable to manipulate the flames into different shapes. He never saw the distinction between Amaterasu and Kagutsuchi because of this, so it wasn't until Sasuke that the Release was named and the jutsu was named. Basically, Itachi didn't know he had the nature releases and jutsu, so Sasuke was the one who named it.
