Actually, I think it's possible that Lightning Armor > Kirin, in terms of speed. Both Naruto and Minato barely dodged Ay's Lightning Armor. Itachi had plenty of time to charge up his Susano'o before Kirin hit him. In terms of reflexes, Minato has the best in the series. I really thought that was obvious.
