Itachi had the potential to awaken Rinnegan

I wouldn't go as far as to say he'd be leagues above Nagato, but it'd be a damn cool fight to watch them fight at their prime. And if you doubt Nagato, you shouldn't. He's spent the majority of Akatsuki inside a big walker made of wood and metal. To control the Akatsuki like he did, be revered as a god by his nation, and cause all this trouble is enough to offset a lot of powerful shinobi. Imagine him if he wasn't restricted by his lack of mobility. To have him fight along-side the Six Paths he has; full health Itachi vs. full health Nagato? Damn.

I think he would be stronger without the six paths. He would have all of their abilities himself

He is - if you remember when he fought against Naruto, Bee and Itachi, Naruto said that since they're actually fighting the real Nagato and not his puppets, his attacks and abilities are a different scale.

Itachi literally hid while they did all the fighting. Itachi used them as distractions to get in some surprise attacks, and needed their help to deal with Chibaku Tensei.
