Anyways, i don't see him having it. It's basically confirmed that those Portions of Rikidou's chakra. Can use PS. As in madara and sasuke's case, they have indra's chakra which is a portion. Of Rikidou. Chakra, where as Kakashi has a direct. Portion of Rikidou.

That said, no itachi does not have PS.

One other nitpick: It is not confirmed MS grants PS. It just has the ability to use one. (And even then it was enhanced by Sage's chakra)
