depends on whether genjutsu will work on A and his dad while they have their shield up considering that sasuke didnt even try to use it on A.
As much as i Hate to Say it Itachi and Minato because the raikages haven't been shown to be able to beat tsykuiomi (sorry if spelled wrong) which if i was them id use it on A because hes known for his speed and its harder to plan when being bum rushed. Then its arguably the two most intelligent people battle wise against the 3rd. The reason I don't say "spam tsykuiomi for the win" is due to previous issues of fatigue by Itachi when using it

We don't know if Genjutsu works on the Raikage's, as stated from when A was fighting Sasuke, A said that the Sharingan wouldn't work on him, so dunno, I'd say the Raikage's, since I'm a fanboy of them, if genjutsu does work, Itachi and Minato.
Minato and Itachi. Not only is Minato probably the best Sealing User in the series, but Itachi holds the best Ninjutsu,Genjutsu,sealing jutsu and the best Defence Offence jtusu. Also both of them are 2 of the fastest and smartest in the series.
What he said is that "Your Shaingan is no match for me",but it wasn't stated or hinted that he's resistant to genjutsu or immune to it.That sentence was in regards to the movement tracking abilities of the wheel eye,a sit was later confirmed when C stated that he's synapsis when shrouded fire as fast as the late Minato and enables him to avoid eye contact or move faster than the eye can keep track of.
If by any means the eye contact is established then genjtusu works just as it would on every other shinobi,nothing more and nothing less.
