Itachi's skills were not on the level of Madara..

Simply put, the difference between Hashi and Jiraiya both skill and power-wise is huge.

Not to mention the fact that if Madara and Hashi ever teamed up, they would mesh together well since there was a time when they sparred and trained as friends.

Hashi and Madara as a team would almost be as unstoppable as Naruto/Sasuke.
