Itachi and Jiraiya were believed to be close in strength. 2 opposites yet perfect for each other, like Madara and Hashirama.
How were they surpassed? Kishi made it clear that Itachi surpassed his predecessor throughout the manga. His susanoo was absolute. His jutsu were superior. Madara used ordinary ordinary fire style. Itachi used Amaterasu and his Amaterasu at full power was far more potent than Sasuke's as it could burn through anything as long as Itachi kept his sight on the target. Itachi possessed Kotoamtsukami along with his already powerful genjutsu and could be casted in large areas from himself (air or ground) thanks to him transplanting it in his crows eye. His base susanoo may have been far weaker than Madaras, but his weapons were absolute, something Susanoo is far from. He could light the tip of his Totsuka with Amaterasu, use earth style in conjunction with the totsuka to create a pit of black lava, much stronger than regular lava. He could the fire yasaka magatama and wind style jutsu into the pit to create an enormous explosion. If battling a large group of shinobi, he could easily use genjutsu to trick them into running into the pit, feeding the pit even further. Madara using PS means nothing with a flying Kotoamtsukami gg.
Jiraiya was older than Hashirama with 2 strong toad sages. A sage with a wide range of jutsu in conjunction with hundred year old Sages with a vast amount of their own jutsu from Mount Myoboku while using sage mode -_-.. Jiraiya could also say in sage mode much longer.
