It just means his intellectual CAPABILITY. It could have been on par with a hokage. But he didn't know SH!T yet.
ie. Shikamaru is on par with Tsunade, but he would get WRECKED.
Do you even know the meaning of a hokage?
ie. You can take the brightest student out of high school with a huge capacity to learn. But guess what? Unless he goes to college for 4 years, and maybe higher education after that, how will the skills and knowledge get into his brain?

yeah he did , but what did he and the other hokages do? they helped destroy the village and weaken it.
Hashirama gave away bijuu
- Tobirama created friction instead of unity
- Sarutobi let his student murder people over & over again
- Minato died like he was never hokage , let his wife the 9tails be killed on her due date by his student
-Tsunade had to pick up their slack , village was destroyed though
- Itachi had murdered his clan, caught a disease.........

yea itachi is very skilled indeed he even became an anbu commander at the age of 12 but i don't think it fiar if you say he is better than all the hokages,dude the guy is no much for hashirama.
no. Madara said that Hashirama was the strongest shinobi. Hashirama's strength was said to be of fairytail took on EMS madara and the ninetails and won. Tobirama fought countless uchihas with MS. With FTG and all his abilities makes him Uchiha proof. Minato was the fastest shinobi alive. he cancan around susano'o and hit rasengan. Hiruzen was considered god of Shinobi who mastered every jutsu.
