no. Madara said that Hashirama was the strongest shinobi. Hashirama's strength was said to be of fairytail took on EMS madara and the ninetails and won. Tobirama fought countless uchihas with MS. With FTG and all his abilities makes him Uchiha proof. Minato was the fastest shinobi alive. he cancan around susano'o and hit rasengan. Hiruzen was considered god of Shinobi who mastered every jutsu.
