I also think it might have been Pica.

Pica is said to be able to control any stone surface. The Palace floor is stone. Pica could have come up through the floor stone and made them take on the appearance of Doffy. Which would explain why there was no blood.

It wasn't any overly elaborate plan with law, or a quick as lighting switch with pica somehow or a doflamingo imposter. The head on the floor is doflamingos, there's zero doubt about that. The only question is if he's actually dead. Reread the chapter, the moment before he has his head claimed, he exclaims, "you're!!". Everyone is just as suprised, law included.
