Are you pying attention? Kabuto can control any Edo (barring Kotoamatsukami interference). Just becaus he chose not to control Madara means nothing, seeing as Madara is going to know his own skills better than Kabuto would. And they're summonings, of course he can summon them to himself. He did so to blackmail Tobi.

Anyway, what Itachi did here wouldn't really work unless he's an Edo.
