Remember at the Kage summit there are five kages. Hokage, Tsuchikage, Mizukage, Raikage, Kazekage..

But Orochimaru has his own village called the Sound village. So it's a Soundkage.

The Gokage only encompass the hidden villages of the five great nations.

Kishi messed up here. The Sound Village was recognized enough to take part in the exams. This ninja war would have been awesome if they were the antagonists of it. Orochimaru was fodderized by Sasuke and the Sound Village along with him.

How exactly did Kishi "mess up here"? There were other villages participating, like the hidden rain.

Yeah, but think about it. Orochimaru, man passed up for the seat of Hokage, leaves to start his own village. He had powerhouses there. Sound 5, Kabuto, Jugo, Karin, Suigetsu, and recently Sasuke. Imagine if Kishi allowed them to go the route of building up a reputation and eventually having a foreign nation to back them? What if they waged war by joining the Akatsuki, after Pain was removed? Sure it would need plot twists, but Kabuto allied with them didn't he?

He rushed their defeat like he did Akatsuki. Instead of killing them off he could have used the war as a way to end things there to create real closure with those characters. Deidra, Kakazu, and Hidan were all trolled.

Raising the stakes would have created more conflict and kept things fresher. Imagine Choji confronting Hidan and tapping into his potential like he did or Kakashi taking on Deidra once again? They were brought back and trolled in defeat, which is a disservice to their characters.
